📍 Overview

The Affordable Housing Program (AHP) is a flagship initiative under the Bottom-Up Economic Transformation Agenda (BETA), designed to address Kenya’s housing deficit, enhance urban planning, and create massive employment opportunities. It seeks to provide decent, quality, and affordable homes to Kenyans, especially low- and middle-income households, while stimulating the construction industry.


🎯 Objectives of the Affordable Housing Program

🏠 Expand Home Ownership: Deliver at least 250,000 housing units annually to bridge Kenya’s estimated 2 million-unit deficit.

💼 Create Jobs: Generate 300,000+ jobs annually in construction, building materials, and related services.

💰 Make Housing Affordable: Reduce unit costs through government subsidies, incentives, and bulk construction.

🌍 Promote Inclusive Urban Development: Develop modern, serviced neighborhoods with infrastructure, schools, health facilities, and green spaces.

🏗️ Catalyze Local Industries: Use locally manufactured building materials to support cement, steel, tiles, and fittings industries.


🏗️ Key Achievements

  • National Rollout: Over 45,000 housing units under construction across 37 counties as of mid-2025.

  • Flagship Projects: Nairobi’s Pangani, Shauri Moyo, Starehe, Makongeni, and Kibera Soweto East housing projects, each delivering thousands of units.

  • County Partnerships: Joint projects with counties including Mombasa, Nakuru, Kisumu, Kakamega, and Uasin Gishu.

  • Job Creation: Tens of thousands of Kenyans already employed on construction sites nationwide.

  • Mortgage & Tenant Purchase Schemes: Through Kenya Mortgage Refinance Company (KMRC) and Tenant Purchase Schemes (TPS), enabling affordable financing with rates as low as 9% per annum.

👥 Leadership & Oversight

The Affordable Housing Program is spearheaded by the State Department for Housing and Urban Development, working with county governments, the Kenya Mortgage Refinance Company (KMRC), and private sector partners under Public-Private Partnerships (PPPs).
