The Hustler Fund, officially known as the Financial Inclusion Fund, is a flagship programme under the Bottom-Up Economic Transformation Agenda (BETA). It was launched in November 2022 to provide accessible, affordable, and digital credit to individuals, groups, and MSMEs who have traditionally been excluded from formal financing.
The Fund aims to empower ordinary Kenyans, boost micro and small businesses, create jobs, and build a savings culture that strengthens household resilience.
Over 22 million Kenyans have accessed the Hustler Fund via mobile platforms (M-Pesa, Airtel Money, T-Kash).
A total of KES 42+ billion disbursed since launch.
Loans as low as KES 500 for individuals and up to KES 2.5 million for SMEs.
Interest rate capped at 0.002% per day (~8% per year) — making it one of the lowest-cost loans in Kenya.
Beneficiaries include boda boda riders, mama mboga, artisans, and youth entrepreneurs.
Micro-loans provided through chamas, SACCOs, and cooperatives.
Every loan requires 5% automatic savings, building a culture of thrift.
Savings mobilized under the Fund are being channelled into pension and social protection schemes for informal workers.
