✅ Why Roads & Transport Matter

Efficient transport networks are critical to unlocking markets, reducing logistics costs, and driving rural industrialisation. Under the Bottom-Up Economic Transformation Agenda (BETA), roads and transport infrastructure are being expanded to connect farmers, industries, and households to opportunities.


✅ What the Government Has Delivered

🚧 Road Construction & Upgrading

  • Constructed, upgraded, and rehabilitated 2,300 km of roads at a cost of KSh 283.8 billion ($2.2B).

  • Includes new roads, dualling projects, bridges, and interchanges to boost national and regional connectivity.

🌍 Regional Projects

  • 14 road projects launched in the North Eastern region, valued at KSh 57.2B.

  • Flagship: 740 km Isiolo–Wajir–Mandera corridor, including the El Wak–Rhamu upgrade, to enhance trade with Somalia and Ethiopia.

  • Migori County upgrades: Stella–Sibuoche–Gogo, Mapera–Rabuor, Kanyawanga–Dede roads, now nearing completion.

🏗️ Major Infrastructure Projects

  • Kiambu–Thika Road upgrade (KSh 10.78B), dualling priority on 12 km Kiambu–Ngewa stretch.

  • Maai Mahiu–Suswa Road (41 km) under redesign for reliability during rainy seasons, serving Maasai Mara tourism.

  • Mombasa Gate Bridge (KSh 85B): Designs completed; construction to commence soon.

🇨🇳 International Support

  • Chinese African Development Fund (KSh 36.3B) committed in Aug 2024 to complete 15 stalled projects (14 KeRRA, 1 KeNHA), covering 780 km.

🚍 Bus Rapid Transit (BRT)

  • Construction of BRT Line 2 along Thika Superhighway underway.

  • Backed by a KSh 7.74B ($60M) MCC threshold program to support low-emission buses and BRT infrastructure.

🏛️ Strategic Planning & Institutional Reforms

  • KeNHA Strategic Plan (2023–2027) launched in Jan 2024, focusing on:

    • Innovative construction technologies.

    • Data-driven road management.

    • Quality assurance and safety standards.

  • Road agencies (KeNHA, KURA, KeRRA) now managing 44,021 km of trunk roads and 118,034 km of county roads.

🤝 Public–Private Partnerships (PPPs)

  • PPPs prioritized to address KSh 516B ($4B) annual funding gap.

  • Flagship PPP: Nairobi–Mau Summit Road (KSh 180B) to expand connectivity.

🛣️ Expansion of Road Network

  • Add 3,000+ km of new and upgraded roads, prioritizing rural access to boost trade, agriculture, and industrial parks (CAIPs).

  • Complete ongoing flagship projects such as the 740 km Isiolo–Mandera corridor and Maai Mahiu–Suswa upgrade.

🌉 Mega Infrastructure Projects

  • Kick-start construction of the KSh 85B Mombasa Gate Bridge to ease congestion at Likoni Ferry and link coastal trade corridors.

  • Complete the Nairobi–Mau Summit Highway (KSh 180B PPP) as a model for large-scale public-private collaboration.

🚍 Sustainable Urban Transport

  • Expand Bus Rapid Transit (BRT) to all five Nairobi corridors, beginning with Line 2 on Thika Superhighway.

  • Deploy low-emission buses, supported by the KSh 7.74B MCC program, to cut congestion and emissions.

🏗️ Financing & PPP Growth

  • Mobilize KSh 500B annually through PPPs and blended financing to close the infrastructure funding gap.

  • Attract private capital for regional corridors, including LAPSSET roads linking Lamu Port to Ethiopia and South Sudan.

🏛️ Institutional Reforms & Quality Assurance

  • Implement the KeNHA 2023–2027 Strategic Plan, emphasizing modern construction standards, digital monitoring, and environmental safeguards.

  • Strengthen capacity of KeRRA, KURA, and KeNHA to manage 162,000 km of national and county roads more efficiently.

📈 Economic & Social Impact Targets

  • Reduce average travel time by 30% on key economic corridors.

  • Increase road sector job creation by 25%, especially for youth and women.

  • Lower the cost of transporting goods to support Kenya’s competitiveness as a regional logistics hub.
